The National Industrial Forum, organized with the support of the Russian Union of Industrialists and Entrepreneurs (RSPP) and The Ministry of Industry and Trade (Minpromtorg), gathered more than 800 participants.
The purpose of the forum was the formation of a business position on key issues of the implementation of industrial policy in the Russian Federation, as well as determining the vector of development of legislative and design initiatives of industrial companies.
The development director, Dr Dmitriy V. Loshadkin presented the topic “Accelerating the growth of the export potential of the Russian Federation due to the unconditional and full compensation of export costs upon the implementation of the export operation. He proposed a compensation for transportation expenses as a tax deduction or as direct compensation from federal budget funds. The proposed approach in China made it possible in only 10 years to reach the second level of export in the world, which is why testing such a program in Russian economic realities will be minimal. Some variations of the implementation of such programs with the use of returnable compensation schemes or non-returnable schemes are acceptable with increasing requirements for the size of contracts or the geographical location of buyers.
